On Wednesday, Russia's ambassador to the Philippines Igor Khovaev said his country was not interested in military ties with the Philippines, but said Russia would be willing to help supply arms to the Southeast Asian nation.

Duterte has meanwhile scaled back the number of Philippines troops taking part in joint exercises with the United States in the region, and has called the Americans "fools and monkeys" for halting the planned sale of 26,000 rifles over concerns over human rights in the Philippines.

Parameswaran noted that one of Manila's frustration with its USA ally is Washington's inability to make a positive contribution to the South China Sea dispute.
