"The US Naval Observatory said in a statement that a 'leap second" will be added on December 31, 2016 at 23 hours, 59 minutes and 59 seconds Coordinated Universal Time (UTC), which is calculated in Paris, France, at the International Bureau of Weights and Measures.

The most recent lead second happened just a year ago, on June 30th.

This sort of clock is based on the vibration of the cesium atom and to account for that slowing an extra second has to be added occasionally. While the leap second is necessary, the importance of timing signals means there can be issues if the adjustment is not properly implemented.

That would mean precision clocks in the United States will add an extra second just before 7 p.m. EST.

As timekeeping grew more precise, however, it became clear that Earth's rotation wasn't constant, as previously assumed. The Earth fluctuates unpredictably year to a year, as a result of the Moon's tidal pull acting like a break on our planet.

Confusion sometimes arises over the misconception that the random insertion of leap seconds every few years indicates that the Earth should stop rotating within a few millennia.

"Leap seconds are added in order to keep the difference between UTC and astronomical time (UT1) to less than 0.9 seconds", stated the National Institute of Standards and Technology (NIST) of the US Department of Commerce on its website "Usually leap seconds are added when UTC is ahead of UT1 by 0.4 seconds or more".

In other words, it should be the same kind of game the teams played in Baltimore in November. "I'm about 89% sure", he said. He shared a heartfelt message on his Instagram account thanking the Ravens organization for his experiences afterward.

As of January 1, 2017, UTC - based on astronomical timekeeping - will be 37 seconds behind atomic time. They are added either on June 30th at the stroke of midnight or on December 31st of a given year.

The year will be one second longer than planned because of the addition of a leap second, created to compensate for the slowing of the Earth's rotation.

While the leap second may solve one problem, it also presents another. But the speed of the earth's orbit is still not precise even with the added day.

It is very interesting that the February 29, is actually a leap day. Absolutely not. This year has already taken so much from us, it does not deserve to live a second longer. The scientists claim that due to the day lengthening, the day on Earth will last 25 hour.

The question is why do these extra minutes exist?
